[Shotimes] 95 MTX AC Blown Seal

If you're seeing that white piece of plastic hanging there, that is not the
"real" seal.  It is a seal that is supposed to help keep water and crud from
outside the system out of the garter spring to keep it from corroding.
Every one I have ever seen has been loose.
