[Shotimes] Shimmy

Hello,

I have been trying to diagnose a steady-rough Shimmy
around 70mph+ - 80mph+/-  .  This occurs on any
surface, rough or smooth Hwy.   

I played around with the Both Tires, checking the
Inner and Outer Tie-Rod.  With no weight on them, they
seem fine.  I know, I know, I need th cars weight to
propperly tell if they are gone.   

I also thought about it, it could be wheel-balance,
but this shimmy doesn seem consistent with a wheel
that is out of balanced.    

I also think it can be the Rack&Pinion.   Is there a
slight stiff Hydrolic play when turning the wheels by
hand? or is the Gearing loose inside?   I think
there's only about 1/16th of an inch play, but this
may be normal..
