That would be the rear brake proportioning valve. More than likely not the
problem. The E-brake cable or the brake hose is probably what is not
allowing the caliper to release. I just went through all this on one side
and am now getting a new hose for the other side today.

I have a question as to what a part is named, it is located on the back of
the car and it looks as if the rear brakes are hooked to hit, there is also
a spring located on this part, mine is rusted and has a lot of play, could
this be the reason for a locked caliper. If picture is needed let me know.
