Do you use your parking brake? If so, those cables might be rusted. When you
say it isn't the calipers, how do you know this? Are the slide pins sliding
or frozen?

Usually rear brake problems are:

1. Seized parking brake cables
2. Seized slide pins
3. collapsed brake hoses
4. Frozen calipers
