If you're talking about the plastic portion that is usually body color (except for
Pluses), that piece is held on by two snap clips that are back to back underneath
the plastic, and clip into a small bracket in the framework of the mirror housing.
They are designed to be snapped in one time, by the folks on the assembly line, as
the mirrors are initially fitted to the car. You can pull them off by sliding the
plastic back away from the frame of the mirror. Chances are you will break those
two clips, and then the plastic panel will not snap and stay back in place. It can
be glued, but the hassle, gluing vs masking, is questionable.
