Except for some very unusual circumstances, a preloaded swaybar is never
desirable.  You want to be able to adjust the length of the sway bar link to
remove all preload.

how do you decide how much preload is desireable?

trial and error, I guess, but I'd probably wreck or break something on my
first try..
