Yes, you are correct.  The last time that didn't happen was 1999 when Mika
Hakkinen won for driver but Ferrari won for constructor's championship.

http://www.4mula1.ro/history/champion.php is one site of many that has some
easy to read info to get a quick glimpse of what's happened over time.

By this time last year the championship was a done deal.  This year it is
fairly wide open.  Williams is probably the leading contender to dethrone
Ferrari with take your pick Ralf or JPM.  I think McLaren will fall away
because despite having a great driver in Raikonnen, last year's car won't
make it the rest of the way.  IMHO.  The surprise of the year so far for me
has been Renault with it's underpowered engine but incredible launch control
and aero package that has gotten the team to be competitive and actually win
pole position.  And on balance, Michelin has had better tires for the season
over Bridgestone.
