[Shotimes] engine problem, please help with diagnosis

I doubt it's the filter.  It's probably the check valve, allowing fuel to
drain back in the tank.  Both my SHOs seem to have this problem now.  I just
cycle the key an extra time, and live with it.

If I forget to cycle the key, I have to wait a bit for the fuel pump to
catch up.  Otherwise it's a bit "stumbly".  Like a race car!  :)
