[Shotimes] engine problem, please help with diagnosis

IAB valve.

It is responsible for controlling idle.  When it goes bad, strange things
happen, including every symptom you mentioned.

Try cracking the throttle 1/4 way while cranking and see if it starts.  If
so, the IAB is probably the fault.

Also, run the KEOR test to see if the computer can in fact controll idle.
