[Shotimes] OT - Insurance Problem HELP!

I had a guy back into my '93 with a pickup in a parking lot once.  Although
he was clearly at fault and did not contest the claim his insurance company
would only pay 80%.  They said it was a law in Illinois that I was at least
20% to blame............  :(
