Sure.  I've done it (not on purpose).  To understand, for "express down"
there are five connections:

1.  Splice into 12V power
2.  Splice into ground
3 and 4.  Cut DOWN wire; connect 2 wires from module to each end
5.  Splice into UP wire.

I have (not on purpose) accomplished "express up" by wiring:

1.  Splice into 12V power
2.  Splice into ground
3 and 4.  Cut UP wire; connect 2 wires from module to each end
5.  Splice into DOWN wire.

That's how I found the error in the EVTM.  It would be easy to wire both
"express up" and "express down" on the same window(s).  The problem is
finding enough room behind the door panel for all those modules.  :-}

I have installed the express-down feature in my 91, using two modules, for
the left-front and right-front windows.  If anyone's interested, I can
provide instructions.

In the process, I've discovered a minor error in the 1991 EVTM.  The diagram
for C509 (master window control switch) is correct, but the table below it
has two wires switched.  These pertain to the right-front window.  Per the
diagram, wire #313 is yellow with a black stripe, and #314 is red with black
stripe.  Per the table below, 313 is Down, and 314 is Up.  The table is
wrong.  #313, yellow/black, is Right Front Up, and #314, red/black, is Right
Front Down.

Don't follow the table or you'll end up installing the "Express Up" feature.
