As far as Wisconsin and cops go........
State troopers have royal blue Crown Vics, mostly marked, but keep an eye out for late model Camaro Z 28s trying to egg you on, they have them to. They are laser happy as well.
I never had problems on Interstate 39 to Madison (from Rockford) and is USUALLY a good high speed run.
Coming from Dubuque, IA to Madison (on Hwy 151) is a different story. Watch the towns of Dickeyville and Verona. Dickeyville (just outside of Dubuque) goes from 65 to 35 quickly and they will nail you. Verona (just south of Madison) is just thick with laser touting troopers and sherriffs off to the side of the road and medians. Also, they are making it four lane from DBQ to MAD so be prepared for construction and your car getting dirty.
Milwaukee to Madison (on Int 94) is a high speed run accept around Lake Mills there seems to be an odd amount of trooper traffic.
If your coming out of the north your screwed anyway, you'll hit a deer or bear before you ever make Madison.
Also note, speeding tickets are expensive as hell in WI. My 80 in a 65 was $147.50.
And Porter, as long as you are in the convoy, rest stops wouldn't be so frequent in the convoy if you'd share your Depends with everyone! :)
