Interstates are 65 MPH in Wisconsin.
I've driven I-90/94/39 between La Crosse and Madison a lot the last few
months. The patrol cars seem mostly to sit in the center strip. I think
they don't like to watch traffic from the shoulder because they've had a
couple of officers killed doing that (truck came out of the fog, that sort
of thing). Watch for the "no U-turn / emergency vehicles only" signs, and
go easy around them. There are lots of unmarked Crown Vics, and I've also
seen one or two unmarked Chevy Impalas. Supervisors (IIRC) can be found in
a few dark blue SUVs.
You are perfectly safe doing up to 9 over. There are far fewer LLBs in
Wisconsin than in Minnesota, but they're out there.
