[Shotimes] SHO IN TOLEDO

I talked to this guy last night, and am going to go take a look at the car
after work today.  He has a few problems.

First is burning oil.  Mostly right after startup and when mashing the
go pedal.  I'm thinking valve seals right after startup.  Would this also
manifest itself when mashing the throttle?

Second, he complains the car has little power under acceleration.  Less
than other SHOs he's driven.  I've heard this complaint alot lately, and
I know there could be lots of reasons for it.  Plugs and wires are fairly
new.  Bosch Platinums.  The engine in the car was replaced, and some
work was done on it before it went in.  I'm not sure what all was 
replaced,
but one thing I know of is the timing belt.  I'm thinking maybe the belt
was not installed right and the timing's off.  I know this can be checked
through the little inspection cover.  How do I check it?

The car is a '95 ATX.  Not sure of miles; on the car or on the engine.
A shop did the engine work and installation in the car.  I'll try to get
more info tonight.  He says he pulled codes and he thought they referred
to O2 sensors.  If O2 sensors are bad, could that affect power or
acceleration?  Give me some ideas of things to look for.  TIA.
