I'd say it's most likely the cables.  I just dealt with this problem on my
friend's '93 MTX last weekend.  He called me a couple weeks ago and asked me
to go take a look at it while he was out of town, because he didn't have the
time or patience to look at it.  I went over there on Saturday with a friend
of mine, and within 10 minutes we had it started.  The positive cable at the
terminals was so corroded it just wouldn't start.

At first I was worried it was something difficult, like the ignition switch
or starter, especially when we measured the voltage at the battery to be a
full 12.7.  Once I realized that the door buzzer was sounding odd and the
interior lights were also really dim, I decided to check the voltage after
the terminals.  Sure enough - only 4 volts! : )

I cleaned up the terminals enough to get it back to my house, clean up the
cables and battery tray (even repainted it), install new terminals, and even
change the oil!  It runs perfect now!  It sure was nice to actually FIX a
SHO and change the oil for less than $25 in parts - I wish all repairs were
that cheap and easy! : )
