 Vacuum is highest when the motor is throttled the most, at idle. At idle
the throttle butterfly is completely closed and the IAB is supplying the
air.
At WOT the vacuum drops to zero because the throttle is now completely open
and provides little to no restriction. You will find that it does drop but
not to zero because in the real world the intake track still provides a
restriction.
 So to answer your question: The vacuum leak should be the worst at idle and
the smallest at WOT.
