[Shotimes] Cooling Issues

I am trying to track down why my friend's '93 tends to run hot.  I finally got
the leak on the coolant tube fixed, and replaced all the hoses on these two
tubes.  I also thoroughly flushed the cooling system and installed a new
radiator cap.

The car still wants to run warm though.  Without the defrost on, the fan won't
kick on until the gauge reaches the top of the "O" on the temp gauge, then
it'll turn off right when the gauge reaches the "M".  It seems like the fan is
coming on to late and not staying on long enough.  If I have the defroster
running and the fans stay on all the time, it'll run right where I've seen
most other SHOs run - the top part of the "A".

Both coolant sensors and the thermostat were replaced about six months ago
during the 60K with all Motorcraft stuff, and the car was having this problem
even before then.  The radiator is about three years old, and when I flushed
the cooling system, there wasn't much crud that came out.

I am starting to lean towards the CCRM malfunctioning.  What do you guys
think?  Are these known to fail, and if so, are the symptoms similar to that
of this car?

This is a '93, so does anyone know what years of SHO I could get this from or
have the part number handy?  How much should I expect to pay for one of
these?
