That's good.  New waterpumps have brand new seals and slightly stiff bearings so
that they will wear in and yet not leak.  Every new waterpump is slightly stiff to
turn.

Put it in.  Make sure you get the O rings right.....that's the point where leaks
usually occur after a 60K.
