The '95MTX failed emissions again!

The first time it failed, after I replaced the 80mm MAF with the OEM part
and it was dirty.  HC was a whopping 2.09gpm where .8gpm is passing.  Not
only was it running crappy, the alternator was failing.  Drove out of the
place and noticed all of 9v on the gauge.

Well, I cleaned the MAF, replaced the O2 sensors, the Baro Sensor, the TPS,
added a gallon of denatured alky to half a tank of already 10% alky blend
prem gas.  Still doesn't seem to run 100%.  It came close to passing with a
.88gpm, but close won't let me renew the plates.

It has a bit of a stumble right at tip-in, and that is where the emissions
facility graph seemed to indicate high HC, and seconds later high NOx,  so I
got another TPS.

Need the voltage at what point you set the thing to.  I am more than willing
to hog out the holes so I can set it to what ever is correct.  Seem to
remember .5v, but was that with the motor running or not?
