[Shotimes] (OT) Question regarding Honda Civic

Either rip it off or secure it with a couple of stainless hose clamps
connected end-to-end.

It is there to prevent possible fires in the event that a combustible item
(trash, leaves,  etc) comes in contact with the hot converter while it is in
operation.
