Yes, I think they are TPR.  I don't know the history on your car, but it's
very possible the endlinks snapped at one time or another and were replaced.
I think the Ford replacements come with the blue bushings.  My red '90 was
like this when I bought it a couple years ago.  Original black rubber sway
bar bushings, but new endlinks with blue bushings.
