[Shotimes] starter

My 91 has, a couple of times recently, misbehaved at the moment of engine
start.  Felt like the starter was not engaging the flywheel.  I could hear
that the starter motor was turning, but the flywheel was not engaged.  Most
of the time it's fine, especially if I pause a second or two between turning
the key to RUN and then to START.

145K, most of the sensitive things on the engine recently replaced.  Gotta
be the cables, solenoid, or the starter motor itself.  Solenoid is cheap and
easy.  (Hey, how many of your parts can you say that about?)  Any other
advice?

I'm thinking, swap the main cables, then maybe the starter.  An issue for me
is that if it's going to fail this winter, I'd rather deal with it now.

Any advice beyond "swap til you drop" appreciated.
