Those Contis are good tires, and people have been happy with them.

There are a few tires for under $70 (with Free Shipping).The Falken Ziex
ZE-512 at $65, and the Yoko AVID H4 at $73 should be good.

Another one to consider from Tire Rack is the Firestone Firehawk GTA 02
tire, the 215/555/16 HR-rated tire is $71, and the 215/50/16 VR-rated tire
is $89:

These are the tires that I had on the green '95 (the 215/55/16 HR tires). I
was actually quite pleased with them. Good handling, good in the winter,
plus the slightly lower profile (215/55) seemed to help the gearing on the
car a bit, and brought the speedo & odometer to within 1% of being accurate
(versus the 3% low reading that every MTX SHO I've owned will do).

I know the tire threads are neverending, but I haven't been paying
attention lately.  I'm probably going to need to get tires soon and I
want to know what you guys think would be good cheap tires.  I don't
want ZR rated because I want these tires to actually go past 15k miles
and honestly I don't care that much about going around bends fast
