Yes.
ANY car that can (1) lock up the brakes, or (2) engage the ABS on a hard
stop has all of the stopping power that it needs.
This is 99%+ of the cars on the market.
Tires are the best improvement for street braking that you can make.
FWIW, there was a very in-depth discussion of this on the 911 list. Better
brakes give you more capacity for repeated stops. Now, the better brake
"feel" at partial pedal is not really better braking performance.
Now, do 10 70-0 stops in a row, and the brake upgrades will give better
stopping performance by the 10th stop.
For an occasion "pedal to the floor" stop on the street, the stock brakes
will work as well as any.

You have proof of this? I would have to believe that 96 brakes versus
stock brakes on a gen 1 or gen 2 will stop in a shorter distance in a one
stop test.
