We've been talking about this on the LSSHOC list.  That is not exactly true.  You cannot cover "important" parts of the plate.  Such as the numbers, and the state name.  You also cannot put a clear covering over the entire plate either.  It is written nebulous enough that they could pull you over for having a dirty plate.  But when was the last time a good ol' boy sherrif needed a reason to pull us over anyway?
