Yeah, it does seem clear that it doesn't ban all frames, just ones that
touch any part of the letters, numbers, or design.

Then the article says the law is because of people getting a "free ride" on
toll roads. THIS is the stuff that drive the creation of new laws like
this......don't mess with (the) Texas revenue stream!!!

We've been talking about this on the LSSHOC list.  That is not exactly true.
You cannot cover "important" parts of the plate.  Such as the numbers, and
the state name.  You also cannot put a clear covering over the entire plate
either.  It is written nebulous enough that they could pull you over for
having a dirty plate.  But when was the last time a good ol' boy sherrif
needed a reason to pull us over anyway?
