If you get a bill of sale for a car, be sure the VIN # is clearly visible
and correct, verify the signature is legible and that of the person selling
it to you, check their ID, if it's a legal sale this won't be a problem.  As
long as there is a current bill of sale in hand by the current owner, if in
fact a "serious" question of ownership arrises, the proper authorities would
go to the previous seller, ask for their proof of ownership (bill of sale),
that would lead them to the previous owner, and maybe the owner before them,
eventually they would locate the title holder, or in many cases the title is
simply lost and it wasn't worth the hassle of trying  to get a new one.
Cars are sold every day of the year all over the country without titles,
cars older than a certain year don't even have titles, in fact many cars
that are bought from a police impound auction will not have a title.  It's
not as big a deal as some people make it out to be.   Just don't plan on
street driving it, it would be nearly impossible to get legal, unless you
started a frame up rebuild and obtained a builders title (this is what I am
doing with my '53 F100 that doesn't have a title).
I bet there's at least a hundred of cars on ebay right now with no
title......
