[Shotimes] Combative power steering

Greetings all,

      Well I decidded against the supercoupe and my car to totally fix it is 
gonna cost at the least $5k.  But the good news is i found a 95 red atx sho 
for $4k with 77k on the car and about 3k on a newly rebuilt engine.  The car is 
really nice....its feels like a new sho but I have 2 problems with it I dont 
like.  The 1st one is when the car is cold it will shift really hard from 1st 
to 2nd gear but only does it when its cold.  The other probelm is it feels as 
though the power steering is fighting with me when I go around a turn at speeds 
about 30 mph.  The power steering doesnt make any noises or anything.   It 
feels as though it pushing back on me.  Is that just how the 95's are or is 
there a serious problem with the rack or pump.  Anyone have any ideas?
