[Shotimes] Officer has "tinted" attitude

I think that Wisconsin rivals Ohio in strict cops.  Though I don't get to
Ohio very often, I am in Wisconsin several days a month.

I see lots of cops, and they appear to be writting citations for less than
10 over.  They frequently use VASCAR.  These guys are only about money and
they will take your credit card for the bond money.  They are almost not
even police as they do not investigate crime, only patrol highways,
generating revenue.  The Wisconsin State Patrol leaves criminal
investagation to County and Local.

At least Indiana and Michigan, they are State Police and also real criminal
investigation.

Illinois, when you actually see a State Cop, they seem to let anything under
15 over slide by.
