The switch mounts to a self-contained Schraeder-type valve. You can replace
it without disturbing the charge in the system. As a precaution in case
the valve has failed, wear hand and eye protection.
R134a systems have the high pressure cutout switch as a safety device in the
event of AC system overpressure. Somewhere around 450 psi, the dual action
switch engages. One set of contacts opens, removing power from the clutch
coil. The other closes, forcing the fan to high speed.
It sounds like you have correctly identified the fault as a shorted switch.
