I think the "STD 1.04" means that a correction factor of 
1.04 was applied to the numbers.  Meaning for the weather 
factors that day, every 1 real HP was the equal of 1.04 
corrected HP.  I would have to look at the chart in detail 
to see though, if the numbers were corrected as printed or not.
