Yes it does. I am not Canadian, just for stupid reason, I installed DRL's on
my '93 and then soon removed them.

I have this same problem on my 94 Sable. I believe I tracked the ground for
the parking brake down to the DRL plug on the EVTM. I think the jumper plug
that the US cars get become corroded - but I have not pulled mine out and
examined it yet.
I beleive Ford used the parking brake switch as a shutoff for the Daytime
Running Lights - can one of our Canadian listers verify this?
