If you just have a small cut in your bumper cover, you can get a repair kit in most auto parts stores for $5 to $10 that will do an adequate job as long as it's in a place where there's no stress on it. I've used it and had good luck with it. Just ask for bumper fix and read the directions. Dave

You want the Mini-Weld Model 5 Plastic Welder. It costs $199.95 
plus shipping. It will weld the urethane but I recommend that 
you practice elsewhere first, it's not as easy to use as it's
advertised to be. After you've finished welding you will need to 
prime and spot paint.
