#1 - It is urethane.
#2 - It can be welded, with the proper equipment.
     Go to www.urethanesupply.com 
     You want the Mini-Weld Model 5 Plastic Welder.  It costs $199.95 
     plus shipping.  It will weld the urethane but I recommend that 
     you practice elsewhere first, it's not as easy to use as it's
     advertised to be.  After you've finished welding you will need to 
     prime and spot paint.
