[Shotimes] LLBs in IL and FL

In N. J. the law has been on the books for over 30 years, it reads keep
right except to pass. No cars to your right and you can be pulled over. It
wasn't enforced for many years, but now the cops are using it to pull over
people they might not have a reason to. This gives them the chance to look
for other reasons. Then they can run the license and check for insurance.
