[Shotimes] LLBs in IL and FL

Since LLB are one of my pet peeves, and I live in Illinois, 
I did a lot of reading when this law first passed.  Those 
travelling through Illinois on I-80 this summer for the 
convention might want to heed the following:

Here is how it is supposed to be enforced:

You can be in the left lane for as long as you want as long 
as you are not holding up traffic.

IF there are cars behind you , and chances to get into the 
right lane, then you have 1/2 mile to get to the right.

IF both lanes are solid, or there is no opportunity to get 
into the right lane, you can't be ticketed, in theory.

It has always been legal to pass on the right on any 
multiple lane highway, and that continues. This does NOT 
apply, and never did to the breakdown or parking lane though!

The law applies to major interstates or other controlled 
access roads, but NOT to city highways with cross roads or 
country multiple lane roads with cross roads.  For example a 
four lane with cross roads where you need to be in the left 
lane to turn left somewhere up the road.  If you were 
holding up a cop or emergency vehicle and no left turn was 
coming, I think they could ticket then though, that 
situation wasn't addressed in the info I saw.

Illinois has always had the signs up "stay right except to 
pass" or similar, but I guess it could not be enforced 
without a law.

I noticed almost immediately upon the law passing late last 
summer that LLB's decreased.  I, along with others I guess, 
did not realize that the law didn't go into effect till 2004.

There will still be LLB's just like there are people that 
speed and do all sorts of things.  Plus, anytime the cops 
come up from behind, all the LLB's melt into the traffic, 
till the cop is past.
