OK, here's the explanation I got from my insurance agent:  In Texas, the
insurance is on the car not the person.  If I loaned my car to someone and
they wrecked it, my insurance would be responsible not theirs.  The same
applies to dealerships.  They're supposed to have insurance on any car they
allow to be test driven.  The dealership doesn't want to have to claim it
on their policy so their trying to get mine to pay for it instead.

But think of it this way: if you bought a brand new car and found
out the windshield had already been repaired, wouldn't you be
slightly miffed and take the car back for another one, or to get
the entire windshield replaced?  I would.  I'm sure that's what the
dealership was trying to avoid.

And I've had a windshield chip replaced before.  It is slightly
noticable.  And depending on its position on the glass, might not be
repairable at all.  If it's anywhere near the drivers line of sight,
most places won't fix it.

And I do agree that the insurance company should be responsible.
