According to the 89 Service manual, SHO supplement pg 13-52-2:

"Short Duration of Moan-Type Noise Immediately After Vehicle is Cold
Started"

"Normal noise" if "Extreme cold weather condition (below -18C (0F), power
steering fluid viscosity is high)."
