[Shotimes] 91 overheats in traffic

I just pulled the thermostat and dipped it in boiling water.  It didn't
open.  Thanks to everybody who sent ideas.

My 91 overheats (or comes close) when driven in stop-and-go traffic.  I've
confirmed it's full of coolant, burped the system, and the fan comes on
during a KOEO test.  Even when I put the EATC in Max AC (which is supposed
to turn on the radiator fan), temp goes up when sitting still.
