Shaun,

Most likely the motor.  I've got a dead one on my wife's 94 Sable.  I
replaced the motor with a parts car one and it worked for a few weeks, but
it was all rusty too.  It looks like they get a lot of rain water in the
gears of the motor assembly.  Removing the power window motor was fairly
simple, just 3 bolts I think.

Make sure it isn't the switches though, I've had bad window switches at
times.  You just have to disassemble the switch and file the contacts a
little.
