ALL starters have a solenoid. That's what allows the starter motor
driveshaft & starter gear to extend and engage with the flywheel gear.
However, some starters have the "high-current relay" mounted on the fender
and some have it mounted on the starter itself. That's the only difference.
The fender-mounted doo-hickey is NOT the solenoid, it's the "solenoid
RELAY", "high-current relay", "starter realy" or if you prefer, "solenoid
switch". Even the starter motor mfrs incorrectly call it a solenoid. The
solenoid is INSIDE the starter motor. Your engine would never start if the
solenoid was located elsewhere.
