[Shotimes] High NOx diagnostics

Maybe made a breakthrough today - I'm now getting a KOEO continuous code 32,
"EGR valve did not reseat fully during vehicle operation". If I put vacuum
on the valve with the engine off, it seems to make the same noise as a
spare used one (i.e., as though the internals are moving back and forth. Not
sure how else to visually test it - I can't see inside it thru the tiny
little holes at the periphery of the diaphragm.
If I put vacuum to the EGR with the engine running, I get a slight
reduction in rpm's, but no suggestion of killing the engine. Is this
typical?
Onr of the subsequent diagnostic steps is to check the EVR filter for
contamination or obstructions. Enybody know where that is? I believe the
EVR is the little vertical cylinder thingy that attaches next to the driver
side strut tower and sends vacuum to the EGR.
Thanks,
Alan
