It's definitely getting too much air at idle when it doesn't want it, and the
computer is trying to compensate to keep the mixture smog safe. It might be a
vacuum leak, or maybe the throttle butterfly is too far open. Take the rubber air
hose between the air cleaner and the throttle body off, and make sure the throttle
is actually closed when your foot is off the pedal. It is adjustable with an allen
screw that locks with a locknut.
If that wasn't it.....
Have you had the intake off? (I didn't take it off at all, for your info.) If so,
what was done to it? Were all the vacuum hoses hooked up properly? Do the
butterflies work? Do you hear any hissing around the vacuum tree by the driver's
side hood lifter bracket? Follow all the vacuum hoses you can find and see if any
of them are unhooked under something you can't normally see.
Maybe a hose is cracked. Make yourself a small plug out of a length of hose and a
screw or bolt. Remove each hose from the manifold one at a time and plug it with
your plug. See if it runs better.
If these things don't solve it....you might need new intake manifold to head
gaskets.
