Extra air to the engine when it is under load at at idle is definitely an IAB
function...something odd is definitely going on.  You might have a vacuum leak
somewhere that is enough to max out the PCM's ability to adjust for, and then when
the IAB opens for the A/C load, the PCM shifts into another mode....I don't know
what it's range of idle mixture control is.

Was that a new IAB you tried, or a different old one?

I'll try to think of something more.
