The rod on the valve is loose and wobbly.  The entire valve assembly is
extremely rusty as well.  Yet you guys suspect the lines.  I trust in
your opinion and will do some further investigating.  Any suggestions in
getting those rusty lines off without breaking the metal brake lines.
Also, how exactly do I go about bleeding the rear brakes without jacking
the car up?  Unfortunately I don't have a lift.  Anyway, thanks again
for all you suggestions!

Correct me if I'm wrong, but if the rod that connects the valve to the
control arm is out of adjustment or disconnected (which I've seen) be
the culprit too?

Your 100% correct Kris..
 
Shawn, try this..  go out to the valve in question, take a 15mm and un
screw one of the valves.. it should have fluid in it, if not the problem
is up stream.. if it does then it's the line or a set or collapsed
valves.. I have not see the valves go bad all that often but it
happened.. My money is that a brake line or both are swollen shut.

This was the problem over and over again on my '91.  Until we replaced
the old lines with new, we were racking our heads together to figure it
out.  It is hard to tell if they are bad other than the symptoms you are
having.  I was having a lot of the same problems.  Believe me, it will
be worth the money and the peace of mind knowing you will be able to
stop!!!   If the car has been in the salt/rust belt for a period of time
then chances are that it could definitely be the lines. 
 
Just my two cents though.

Yes, they do have ABS.  Where would I get bias plugs, how much, and what
exactly do they do?  I'm not sure how to determine if the rubber lines
are rusted?

Do '91's have ABS? If so, buy some bias plugs and bypass the valve. Best
braking mod you can do for the money.
 
Are you sure your rubber lines aren't swollen/rusted shut?
