Rewiring the headlights with relays and direct power can result in great
gain over the poor stock wiring.  Of course the weak stock design of the
headlights and the low position (worse if your car is lowered at all) will
handicap any upgrades you might install, but anything is better than stock.

I agree with Ian.  There are many options out there that are better/cheaper
than the PIAA pitch.
