Yes it is. See if it works like it should by turning on the a/c, with fan at max
speed, and also all the lights...all at the same time, all at idle. It should open
just the right amount to allow more air to match the computer's extra fuel to cover
the load. The revs should drop a bit, then come right back up to normal idle speed.
If the engine seems to "think about it" before speeding back up to normal idle,
that might be your problem.
Another way to test it is to unplug its connector with the engine idling normally.
If the engine quits, it is working OK ( because the throttle is completely closed,
and the IAB gets voltage from the PCM to supply idle air). If it doesn't, it is
sticking open, and could deliver a bad mixture some of the time, possibly stalling
the engine....although the computer is able to detect this and adjust the
fuel....which is why it can idle too fast on occasion. But it is still a
possibility.
