Shylo,  You can look at the track's website, but assume you need a helmet
for any track event.  Say you decide to go to a convention and sign up for
the track event, you would get a write-up about what the requirements are.
 You will read about the helmet.  Normally you would not see a requirement
for a 5 point harness.
