I forgot to mention the PCM connections, which was part of the question.

The power comes off the positive battery terminal in a separate lead, which has a
round plug about 8 inches away from the terminal.  The other side of this plug goes
to the computer and to the IRCM (Integrated Relay Control Module) or CCRM (Constant
Control Relay Module) ...same device, name depends on year model of car...located
under the radiator cover at the very front of the engine compartment.  This module
controls several components, most notably the fuel pump.  The return circuit from
the computer (possibly the IRCM too....I don't have my wiring diagram handy) emerges
from the mass of wiring in the vicinity of the 60 pin plug, and fastens to the
fender with the small bolt that was loose in the car in the thread.

So if you don't hear the hum of the fuel pump when you turn the key to 'on', and the
CE light is dimmer than the air bag light, there is most likely no power to those
two components.  If you can find the problem in the portion of the circuit that is
accessable to you, you most likely will get the car to run.  I was fooled during the
reinstallation of an engine in one of my cars, when everything was done, and it had
initially run, but suddenly wouldn't....the connector on the postitive cable had
come loose, and it is a black car, and it was dark....we found the disconnected plug
the next morning...it started right up.
