[Shotimes] Pennsylvania emissions exemptions?

PA state inspections are performed by local repair shops, not PA state
employees.  Most all car dealers, Pep Boys, gas (service) stations, Midas
Muffler Shops, Goodyear Tire Centers, etc all have inspection licenses.
Ferrari owners would have the local dealer pick up the car, inspect it and
return it.

I'd love to be the "state dweeb" when somebody wants to bring a
daily-driver Ferrari or McLaren in to Pennsylvania... =)
